Constitution

The name of the group is "City Cyclists". It is a discrete and autonomous branch of the London Cycling Campaign ('LCC').

OBJECTS

The objects of City Cyclists are:

  • To seek improvement in conditions and amenities for cycling;
  • To encourage cycling;
  • To further the cycling interests of members;
  • To co-operate at local level with the parent body;
  • To liaise with, and seek to influence, outside bodies to favour the cause of cycling.

The geographical scope of these objects shall be the City and its vicinity, except in special circumstances.

MEMBERSHIP

Membership of City Cyclists is open to any person of good character who lives or works in the City of London or otherwise has a reason to be a member, such as regularly cycling in the City. To become a member you must join the LCC and select City as your local group. Members of other LCC local groups are welcome to become involved and attend meetings though are unable to vote unless they are members of the Committee (see below). However, their views must be taken into account.

GENERAL MEETINGS

General Meetings will be held at two monthly intervals or as the Committee shall direct, but in any event not less than three times a year. Four members will form a quorum for such meetings. An Annual General Meeting will be held in Spring of every year and shall be the governing body of the Group. All meetings will be held with not less than two weeks notice which will be presumed given by notification in City Cyclists' e-mail list and on its website. Meetings will be held in the evening or at lunchtime on a weekday.

ANNUAL GENERAL MEETING

The Annual General Meeting will elect, by secret ballot, a committee of not less than three nor more than ten members who will be the executive body of City Cyclists. Neighbouring LCC groups may delegate a member of their group onto the Committee to represent their interests.

THE COMMITTEE

The Committee will meet, and will make rules for the conduct of business, as necessary or as directed by the AGM. Committee members must be LCC members though do not have to be members of City Cyclists. They must retire at, but are eligible for re-election, immediately following the AGM. Members for election to the Committee may be nominated at the AGM or by prior notice to the Chair for the time being. The posts of Co-ordinator, Secretary and Treasurer will be filled by election rules and will be part of the complement of the Committee. If the posts of either the Secretary or Treasurer or both are not filled, their functions may be filled by the Co-ordinator.

OFFICERS

The Co-ordinator is the executive officer of City Cyclists. The Treasurer shall be responsible for the finances of the Westminster Cycling Campaign. Every transaction must be signed by at least two members of the Committee, one of which must be the Treasurer or Co-ordinator. The Treasurer will present the accounts for the preceding financial year to the AGM for approval. The accounting year shall be the calendar year.

The Secretary shall keep a record of decisions reached at any meeting as directed by the Committee or AGM and shall be responsible for convening all meetings. No member will receive any salary, emoluments or stipends, reimbursement of expenses legally incurred only excepted.

AMENDMENT OF RULES & DISOLUTION

The London Cycling Campaign may dissolve City Cyclists if no AGM has been held for a period of twenty-four months or for other good and just cause. On dissolution any assets will be absorbed into the funds of the London Cycling Campaign.

These rules may only be changed with three weeks notice at an AGM provided that three quarters of those attending such valid AGM shall so vote by secret ballot.
